Not sure which Fourline Blue, Dr Seow, is this Singapore Fourline Blue (Nacaduba pavana singapura)?

Yes, it is N. pavana.
This is one of two species of Fourline Blue in which the bands have dark striae within the white striae.
The 2nd species (also recorded in Singapore)N. russelli have large bulging submarginal spots.

I quite agreed it is Telicota besta bina male.
The exposed underside FW shows orange at the base of space 2. (only seen in the male of augias, besta & colon.).
The colour is yellower (although can be very difficult to tell in photos.)
The HW ground is a bit darker giving a better cotrast to the HW band.
A male T. augias with a deeper orange ground & poor contrast with the HW band.
