Shot this guy in my estate today. It looks exactly like a cycad but it is the size of a pgymy grass blue. I know cat can be under nourished and hence really small butt but this is quite extreme to me. Any thoughts?

Not particularly unusual. Last year I came across so many 'dwarf' Acytolepis puspa lambi specimens, I thought it was a different species.
With regards to the black spot, just a very, very minor ab.
Nice photos though. I especially like the partially open wing shot.

saw another 3 of these mini guys again. A batch of undernourished cats?

Certain species are more prone to this variation in size than others. What triggered the caterpillar to pupate before it is fully grown, is not fully understood. It could be the exceptionally dry season in the past couple of weeks, or perhaps the host plants are short in supply.
Look for the Sago Palm (Cycas revoluta) in your estate. This is their host plant. Perhaps you could record some observations about this phenomenon.
