As to whether one call a moth a bug - that's very much a colloquial thing. For example, most Americans tend to call any adult insect a "bug", and larval stages "worms" irrespective of the insect's actual taxonomic standing.
A bug in the strict sense (Hemiptera) is an insect which has the forewing modified as a hard case (like beetles) and has mouthparts modified for sucking (unlike beetles, which have chewing mouthparts).
hope this helps.
