Yes, it is Jamides celeno.
The celeno subgroup is recognised by the unbroken straight FW postdiscal band.
J. malaccanus have the three main HW bands complete. In J. celeno & pura they are incomplete.
J. celeno is relatively very common.
The male upperside is very pale whitish blue with a black border of the FW outer margin (termen).
The upperside HW margin is also darker as can be seen here.
J. pura is a brighter blue to the margin (ie without a black border), a definitive ID.
Recorded in the past, its existence now in Singapore remains unproven.

Here is the one to look out for in Singapore.
Jamides pura pura . This male is from India.
Note the upperside blue reaches right to the margins.
The underside is practically identical with J. celeno.
